we develop a new app that requires to push local notifications. That means the app sets a time and message when application is closed and after this time the user should get a notification.
It works for iOS and Android but we haven't found a solution for the BlackBerry OS.
Could someone please give us some nice ressources where we can get started?

Maybe you are using generic terms that mean some specific on BB10. Terms like "push" and "notification" have specific meanings. You can send a notification to the user by the Notification API:
You can then just quit the application or when the user selects the nofitication, and "opens" it, then close the app.

There is still this little question how we can add a delay to the notifications?
I don't know how somebody can use the qnx notifications without setting a delay?

on Android and iOS it is possible to set a delay after which the notification appears.
So you set the delay to 3600 seconds and the notification will appear in an hour.
The user clicks on the notification and the app opens...

Ok I see what you're getting at. No there is no way to set a timed notification right now that I'm aware of. I submitted this request internally so hopefully we'll get some traction on it and get it in a future version of BlackBerry 10.
