My guess is just for the SIM. Hope so anyways...

After some more work, I'm getting a viewable simulator area of 640 x 375. That makes it a perfect 62.5% scale of the 1024 x 600 dimensions advertised.

Not sure what you're seeing. When I run my browser example (extracted RSSReader app from the homepage of the Tablet OS SDK), I get full width (and a top controls bar, which is currenlty empty).
Just save this image to see for yourself.

While the screen output is 1024 x 600 , my screen with elements set to 640 x 375 fill the entire viewable area in my playbook simulator. Here's my layout with the resolution described showing in the simulator.

That is exactly what I see as well...I thought it was the normal size haha whoops.

Problem identified. The example RSS app has this line at the top of the classes main view:
[SWF(width="1024", height="680", backgroundColor="#cccccc", frameRate="30")]
Once I added that above my main view class it renders at 1024 x 680. So I guess if you're willing to let the hardware scale it for you, it can be any resolution you want...
