I just notice that you don't see a touch event if you start on the bezel. If you move from the screen to the side bezel then you can see the y value change when you scroll up and down on the bezel.

Interesting... I was going to post my notes for comparison, and realized my memory had failed me, and possibly your results (or mine) were incorrect in one or the other direction. Here's what I recorded in my test app:
// in bezel, X coordinates from -35 or so up to 1059.95 // in bezel, Y coordinates from -27 or so up to 626.95
So I actually saw 35 pixels in negative and 37 pixels in positive X, and 27 in negative and 28 in positive Y directions. Can you confirm that you had basically the same readings in all four directions? I'm guessing your 32s were in the Y and 38s in the X directions.
(And yes, the OS intercepts any gestures that start in the bezel region, of course. That's why we can't see those ones.)

The more I play with it the more I'm seeing a wide range of values. So far I'm seeing values of between -28 and -38 to 1044.95 and 1059.95 on the X coordinate and between -11 and -32 to 626.95 and 633.95 on the y coordinate. If the value is over 409 it always ends with .95.
