I would like to know if it is possible to read and send SMS in the upcoming update of the runtime for Android apps?
If yes, what is the expected launch date for this update?

It is possible to launch the SMS compose screen via Intent.
SMSManager et.al are not supported however. So you cannot send an SMS programatically, nor be notified of an incoming SMS programatically.

It's tough to say when "one day..." it'll be supported but it is definitely a known limitation.
Part of the problem is that there isn't quite an equivalent native API. I believe the native api lets you send easily enough (so the mapping would be 1-1) but on the native side for incoming I believe it requires you to specify from which source, and that doesn't align with how incoming is supported in Android (you don't registered from which source, you just get access to all incoming).
Feel free to correct me if I'm wrong, but that's my understanding.
