Yeah, the bbm icon trick didn't do it for me either. With these many reported cases, you'd think RIM have a solution by now, or at least they should know what's causing this.

Here's how I solved mine.
Using Samsung Galaxy Note 2 7100 with Android 4.3
Go to Settings>More Networks>Mobile Networks>Access Point Names
tap the Options button (physically to the left of the home button) and hit Reset to default.
within 10 seconds all your chat Apps including BBM should be connected to your 3G/4G.
Please note that this step also resolves the issue for WhatsAPP.
