I've just upgraded my old Torch 9860 to a Q10 and am completely delighted with the Q10, except for the fact that I can't get BB Link to work on my PC. When I run through the initial Link setup pages, it gets stuck on page 3, complaining that my BB ID isn't associated with a BB 10 device. Its the same ID as on my 9860, and it works just fine on my Q10, but Link can't handle it. Any suggestions?

I know this no consolation but I am having the same issue but this only comes up when trying to set up remote file access on BB Link.
I can sync, transfer and back up files fine - so I think there is something wrong at the BB Server level.
I recently changed my PIN due to a new Z10 (as my old one was stolen), so I am wondering if it is related to that.
I have removed and reinstalled most things that could be relevant and even contacted Vodafone UK who on this ocassion were not much help.
Hopefully some of the helpful folks on this forum can shed some light for both of us.

Same problem here... In BB Link.
I've installed/deinstalled/reinstalled Blackberry Link numerous times on mac OS X 10.8.4
I didn't changed my PIN (just upgraded my Z10 to 10.1.0.4081).
Then I got the following message (from Blackberry Device Manager):
"File sharing cannot be accessed. Reconnect your device and try again.
If the problem persists, update to the latest version of BB Device Manager"
I'm already to BB link 18.104.22.168
Does someone knowledgable at BlackBerry has any idea?

Well it's official - we ALL have the same problem! I see a trend here :/
My issues started areound the time I upgraded my pc: BB Support Forums
but at least now my laptop connects to my Q10 handset so I can run backups

I've just put the latest OS10.1 update on my Q10 (10.1.0.4181), and BB Link now works like a dream, with none of the previous problems recognising my BB ID. Seems to have solved my problems at a single stroke.

I wish I could be more helpful but I only got this running after the update - but I did get in touch with BB support and submit my log fiels to them and I would suggest contacting them for advice on how to restart/reassociate your BBID with your handset - they did get me to try and few things which might just work for you.
And they can look thru your log files to see if there is any obvious errors.
