Most of my contacts show up as 'local' and are linked to outlook.com. Sync-ing isn't happening. I know I'm not alone but hours of searching and many suggestions later, I still can't fix, nor understand, what's (not) happening and preventing sync-ing? Anyone? I set my (empty) SIM card contacts to 'off' so that's not an issue.

Are the contacts that appear as "Local" ones that you have entered in yourself or were they originally synchronized from your Outlook.com account?

Contacts were synced via Outlook.com as per the generic instructions. Since then I have removed outlook connectors and reinstalled, also removed Outlook.com account on the Z10 and reinstalled, and no sync still. FYI I have turned off Outlook.com email sync on the Z10, and also turned off Outlook.com inside Hub management, so I don't get duplicate emails.
The BB video tutorial says to troubleshoot the accounts in a video, but stops there. When I get to that spot, I don't see any way to troubleshoot, just more ways to enter the same info already in accounts? http://demos.blackberry.com/blackberry-z10/na/us/g
