Downloaded and installed, with no noted problems, the latest version of BB Link V 184.108.40.206 on my PC running Win XP SP 3.
I have just acquired a new Z10 which has the latest 10.2 OS.
Obtained a BB ID and am able to logon via the Z10 as well as via the browser (Firefox)on my PC.
When I start BB Link and select Sign In, I do not get a prompt for my BB ID or a password.
I get a screen which says " Unable to sign in to your Blackberry ID. Confirm that you are connected to the Internet and try again".
I can connect my Z10 to BB Link (via USB ). The Z10 is detected and I can sync.
I then created log files.
The PeerManager_ERRORLOG.TExt says that
PeerManager caused an Access Violation (0xc0000005)
in module PeerManager.exe at 001b:004093a8 CurrentThread:0000071C.
Reviewed the items in Blackberry Knowledge Base to no avail .
How does one get this resolved?
Can I submit an incident report?

This might help: http://www.file.net/process/peermanager.exe.html Maybe your virus program views it as a threat and blocks it.
Try changing the security settings of your virus program or disable or remove it.

From the Blackberry Knowledge Base, article KB34794 on BlackBerry Link Internet connectivity indicates that
PeerManager.exe [sip\wan connectivity] will listen on a port in a range [5580-5590].
To function properly, BlackBerry Link requires the use of IPv6, this must be allowed on the system and network."
The requirement for IPv6 may not be the cause of the problem but is suspicious as the Bell Internet network does not support IPv6.

Your Internet Service Provider (ISP) appears to be BACOM - Bell Canada
No IPv6 address detected
You appear to be able to browse the IPv4 Internet only. You will not be able to reach IPv6-only sites.
Your DNS server (possibly run by your ISP) appears to have no access to the IPv6 Internet, or is not configured to use it.
This may in the future restrict your ability to reach IPv6-only sites.
