If you did a Clean Boot with networking and only Microsoft services were enabled then it is pointing to a Microsoft service and most likely .Net Framework.
Microsoft has repair tools for .Net but currently not available for Win 8 The only suggestion is to uninstall your .Net and reinstall, but before you do that check here to see what they suggest for your issue.

Well, thanks for trying, I'm sure the MS folks will probably just send me back here anyways...I'll keep digging around and will post if I find a solution.
