People with e-mail problems roaming with a new BB10 device will NOT necessarily have their problem solved with a wipe and reinstall. For me the solution was much easier.
I have a Q10 and made my first roaming trip (from France to UK) yesterday. Push was not working. Turns out my Exchange Server was not configured correctly.
If your e-mail is configured for ActiveSync on an Exchange Server, it seems you need to contact your Exchange Server administrator to allow PUSH when ROAMING. Here are Microsoft's instructions:

Allow Direct Push when roaming Select this check box to enable the mobile phone to synchronize as new items arrive when you're roaming with your phone.

Beware of course that push e-mail is probably going to cost you higher roaming charges, depending upon your contract with your home operator.
