I think it is time for you to call AT&T tech support and ask for this issue to be escalated UP to BlackBerry Technical support. ATT should give you an incident number for the escalation.

 

From there BlackBerry support will assist you. If ATT refuses, ask them more "firmly" so to speak. Smiley Wink
