Hi dougakers and welcome to the BlackBerry Support Community Forums!
Does this only happen with specific icons or with all icons? Are you trying to create a new folder by dragging one icon on top of another, or are you trying to add an icon to an already existing folder?

Happens with existing folders but any icon/app I try to drag into it.
Independant of folders, dragging one icon onto another icon appropriately prompts me with the "do you want to create a folder" message.
