My Carrier: I am on AT&T. Please edit your Personal Profile with your DEVICE TYPE, DEVICE OS and Carrier

FOR 4.1.6 you do have to stop services, for MR1 you do not.

 

4.1.6 is a service pack

 

MR1 is maintenance release for service pack 6 of BES 4.1. (yes for the one above)

YOU DO NOT NEED TO STOP THE SERVICES FOR ANY BES SERVICE PACK OR MAINTENANCE RELEASE WITH BES FOR EXCHANGE.

 

 The installer will stop the services for you.  Domino is a whole different ball of wax.

Stopping services never hurt my BES for Exchange service pack upgrades, did it ever hurt any of yours Andy?

Absolutely not, it didn't.  Stopping the services prior to executing the service pack is NOT a requirement; that was the question asked, and that is the answer.
