try this since your on BES Express
BESAdmin's, please make a signature with your BES environment info.
BES 12 and BES 5.0.4 with Exchange 2010 and SQL 2012 Hyper V

When using BES express, I have seen a lot of intermittent results with the App recommended by KnottyRope. Sometimes it's worked for me and sometimes it hasn't, even though it's supposed to be for BES express...
KnottyRope mentioned other activation methods in his original response, for example using the USB cable and opening Web Desktop Manager in a browser on a machine that can access the BAS (The URL is in the format https://<FQDN OR Pool name of server>:443/webdesktop/login).
When you open this page, login with the user's own credentials and as soon as you plug in the Blackberry device, the machine installs the device drivers and Web Desktop Manager will automatically activate the device.
This should save you a lot of trouble figuring out data plans etc and whether the device is actually sending the activation message properly....
