Best way to setup the Email for an oversea employee

We are in Hong Kong and we have a BES-Express 5.0 server+Exchange 2007, the local user using the BlackBerry devices running very well via Hong Kong's local carrier.

I would like to seek for advice as we have several user(s) in Vitnam.

(1) I want to setup their mail box in our exchange server 2007 (Vitnam_staff@mycompany.vn). We tested fine with the top level domain which setup by our Global ICT team (so Global_Staff@mycompany.com and HK_Staff@mycompany.com.hk mailboxes are running fine)

(2) When he is in Hong Kong (he will using a HK sim card with BES service so we can use the BB air activation in order activate his device + push the email to his BB phone

?? After the full activation in Hong Kong and when he back to Vitnam, he will use a local SIM card with/witout BES service ?? he still can receive email from our HK exchange server ??
