Certain lines not communicating properly with BES

I have started to run into issues where certain lines after swapping to a new device can no longer activate on the BES.  The users activate on other lines, and after many pain staking hours on the phone with my carrier they say there is nothing more they can do and said that it is a RIM issue.  I am stumped to even begin where to look.

It is a BESAdmin rite of passage to go through the gauntlet of correcting the right BES data plan with your carrier.

Under Manage Connections on the device (OS 5 and higher), there's a services status which tells if connected to the data network.

For BES dataplan testing.
