Enterprise Activation - no old message sent to device

I am running a BES server with version 4.1.6.9

When I do an enterprise activation, the addresses and calendar transfer fine.

But no messages transfer to the device.

This does not happen to other blackberry devices that I have worked on (Storm, World Edition, Curve).

 

Is there a setting that I missed?

Are you re-activating a device to a same user on a BES or brand new user that never was on BES before?

The user is switching devices.  I deleted the user, then added him again.  I wiped the handheld File System, then ran the enterprise activation.  Pretty much the same procedure that I do whenever a user switches devices.

when you delete user, do you delete blackberry info from the user mailbox when prompted?

Actually, what I have noticed with 4.1.6 is that emails are not pre-populated during activation. The emails are transferred after some time - I am not sure how long it takes.

I had done a number of installs on the same day, a curve and 2 world editions and had no problems with the email transferring as part of the activation.  It is now 3 days later and there is still no email history on this device!!
