IT Policy present but ineffective?

I was trying to stop users from backing up their phones. So I'm playing around with the Desktop Backup IT Policy. Even with "no databases" set, I can still get my phone to back up? Anyone see this behaviour? I've run into many policies that dont actually do what they say they do.

what device OS? Some dont apply to older models.

 

There are some that need a few dependecies enabled first

6.0.0.285 Is what i'm currently testing.

 

Using Desktop Backup "no databases", I'm still able to back up the phone unhindered.

 

BES Version: 5.0.3.31
