My problem was nobody assigned to the IT policy (via a group) was logging.  Are all of the users in the same Group?  If not, are both groups assigned to the IT policy?  If everyone is in the same group, I would try to build a new IT policy, test it, then move everyone to it to see if that fixes the problem.
