MarioTunes, this was my first thought -> Throttling Policy.
Give your linked article a try.

Throttling Policy has been added, but still getting error 2915 on my one CAS server.

Services on BES server have been restarted

Re: Failed to start event ID 20154, 20400

Try to restart the CAS, maybe this is an Exchange bug where the CAS assigned the default throttling policy to the service account and will not re-assign anything else (I know restarting the CAS could cause pain).

Re: Failed to start event ID 20154, 20400

I have pointed BES to dedicated CAS server (CAS server where is no error 2915 found) instead of CASArray using hostfile, than run

ipconfig /flushdns and restart BES services, everything is fine now.

I will restart affected CAS server later today.
