I am in the process of migrating users from a BES4 environment to a BES express Server. I have two servers: 1 have Besx and the other runs BDS6 w/ BlackBerry Management Studio. I was setting up some helpdesk users to that they could have access enough to migrate users themselves. One user I added to the BESx, without a device, as a Help Desk Representative. This user happened to have a phone attached to the old server.
What I didn't expect to happen was that her phone was migrated over to the new server without me adding it? I tested with another user and within 15 minutes he was also added to the new BESx server. To clarify I did not add the device to the new besx, just the user. After a small period of time I showed the device communicating with the new server.
I had expected to have to wipe the units in order to move them over. That does not appear to be the case. Why did this happen as I didn't think the phone was smart enough to move on its own. I don't think I can continue like this since the policies I defined are not working and just show an error status on the admin page.
I'm hoping someone can shed some light on this for me.

I have heard of this happening before and it is not supposed to happen
BESAdmin's, please make a signature with your BES environment info.
BES 12 and BES 5.0.4 with Exchange 2010 and SQL 2012 Hyper V
