I have problems to check the APNs Certifice Status.
I get the same message like in this screenshot shown
My Infrastructure & What I already have done
BlackBerry Enterprise Service 10 - Complete installed on one Windows Server 2008 R2 English.
telnet de.bbsecure.com 3101 is working
telnet gateway.push.apple.com 2195 is working too
The UDS is useing a proxy to go to the Internet. The proxy has also a working telnet connection to these adresses.
The certificates were istalled probalby by instruction. On the BlackBerry Server I put the certificates in the Personal/Certificates location.
There are to RIM UDS SERVER ROOT Certificates and one APSP.... (Apple)
All the other hints on google didn´t solve my problem.
I have no more ideas what I can do.

I had the same issue and it finally turned out that the SOCKS Proxy connection was not working. The Proxy Setting in "Secure connection service" did not work. (see in BDS Log in the Log directory).
So I finally decided to use "Proxifier" (just google), turned off al local proxy settings and defined some rules to route the traffic for 3101 to the SOCKS Proxy. that helped (by the way, interesting to see which connection UDS opens).
cons: Proxifier works from scratch as an application only. You log off from the server - proxy is gone. I am working currently on this.
