Apps get installed to Downloads folder on 8900

We are planning to push an application out to all devices using BES.  One issue we're facing is that for some devices (e.g., 8900) the deployed application appears in the Downloads folder.  Users are able to then move the application, but it would be great if we could make the application icon appear on the home screen or even in the Applications folder.

Do we have any control over where the application gets installed?  If not through BES, can we do this programmatically from within the application, itself, or through configuration settings etc?

Thanks for any help.

this is a device software functionality, no workarounds present.
