i would love to like your answers but problem is not solved
I tried to activate a device via usb as well no success. The only thing i changed to the default installation was the webconsole port which is 4443 instead of 443 but i don't think that this could be the problem.

i went a step forward. I installed the BDS on a complet new server and i think the problem was that the HTTPS Port on the old one was already in use and i had to change it to something else.
So now the blackberry can communicate with the server and i can see some action is going on in the MDS log. BUT i still can not activate the blackberry. I always get the error:
Activation can't be completed. Check that you are connected to a network or contact your administrator for assistance.

After a restart it worked fine. So everything is ok now.
So in the end i think the problem was on Port 443 which i changed in my first installation.

Op has a WLAN and no split DNS for it
Also their firewall might be blocking access to BlackBerry NOC
after 5 months I hope its been sorted now
BESAdmin's, please make a signature with your BES environment info.
