i found the folowing known issue in Release Notes of BES 10.2:
In the event of a failover of the device service from the primary instance of the BlackBerry Enterprise Service 10 components to the standby instance, devices cannot connect to the Enterprise Management Web Service of the new primary instance (formerly the standby instance). As a result, you cannot manage the devices from the administration consoles. (DT 8378171)
Fail back to the original primary instance and then reactivate the devices.
I have BES 10.2 HA in a Testenvironment, and I have done many manual Failovers and I didn´t got an issue like that.
After a Failover all devices could be managed perfectly.
I would like to know under which circumstances I could get this issue.
