BES 126.96.36.199 doesn't take ept.dat from mailboxes, users not getting emails to their BB devices.

Exchange 2010 is running on server. BES installed on the same server. BES services (besadmin login) restart didn't help.
where to start looking?

look at MAGT log at time of activation
default location :\Program Files\Research In Motion\BlackBerryEnterprise Server\Logs
Also look in event veiwer to seef if any errors or warnings pertain to your issue
Please post back the log info minus personal info
to isolate an affected user on a static messaging agent , then look for the MAGT log for that agent (while trying to send/receive messages). The format you'll be looking for is:
Where the first pair of digits are the Agent ID you set.
BESAdmin's, please make a signature with your BES environment info.
BES 12 and BES 5.0.4 with Exchange 2010 and SQL 2012 Hyper V

When there are issue where the BlackBerry Smartphone cannot complete an enterprise activation due the ETP.DAT does not arrive the User's Inbox, please do the following:
**Check that you have the proper permissions in Microsoft Exchange Server
**Verify that there are no email filters in the User's Inbox in Microsoft Exchange Server
