I make a copy of the default policy and save it as orig. Then I modify the default policy after.
I did not try this with 5.0 yet, but works like a charm with 4.1

Seem like what you would like to do is Groups. Create groups and assign Roles, Policies and Software Configurations to the group as a whole. Check the Admin Guide in 5.0 for more info. Here is where you can get it:

I am having the same problem. I have restricted my helpdesk users to only be allowed to view certain groups, so when the helpdesk adds a user, the user that was added by default will not go into any group which causes the helpdesk staff to not be able to manage the user until I go in and put the user they have added into a group they have access to. It would be nice if you can either have a default group that gets assigned to any user added to the BES or at least allow the helpdesk staff to choose what group to add the user to while creating the account. I called RIM about this today (12/10/09) and they are looking into it, I will follow up to let you know what the outcome is. If anyone knows anything else please let me know.
