Bluetooth connect in regulated mode fails too often

I'm facing problems with various bluetooth headsets and car kits (including BlackBerry's own HS-250) trying to connect them to a regulated Z10 or Q10. The same device does what its supposed to when in balanced mode, but even though A2DP, PBAP, AVRCP, HFP and Pairing are set to "Allow", I still get the error


Just Works pairing has been disabled by IT Policy

Pairing was unsuccessful. The device didn't accept the pairing request or pairing isn't allowed..


The device I'm using to connect is a BlackBerry HS-250 which needs HSP and HFP. As mentioned, HFP is allowed, whereas I don't see any setting on BES 10 for HSP.
