Starange issue. Since the update to Budle 11 of my BDS I am unable to delete activated users.
New user who is not activated on device can be deleted without an issue.
Users who were activated can not be deleted.
It gives always the error message:
"The request could not be completed."
The BAS-LOG displays: SQLServerException: The DELETE statement conflicted with the REFERENCE constraint "FK_BASUserApplicationReconciliations_DevicePerime
Anybody any idea?

Afraid the only relevant information I could find was this, http://www.blackberry.com/btsc/KB28578, which advises to contact Blackberry support. I'm assuming it would be in order to obtain a DB script to resolve.... The error isn't identical but it's very (very) similar.
Hope this helps.

exactly the same problem here in my BES 10. I urgently need to delete some users and I get the same error in BAS log.

Sorry have no updates about this. I also have no support contract with BlackBerry. Means that I am unable to request a ticket.
Hope that some BlackBerry responsibles are reading these posts.

I did the following now with success:
uninstall the BES10 6.2.1--> Reboot Then I reinstalled the base Installer (6.2.0. bundle33). This was my base install package. I selected an exsisting Management DB and let install.--> Reboot
After this i was able to delete the user again and recreate him in the BB10. So everything is fine for me now.
Maybe this is also an Idea for you. I will keep the "older" version now until BB was able to fix this bug...
Its only a test environment here so i don´t really care....i´m glad that this way worked for me
