You said that you have tried to access BAS with a different browser. Which one you have used? Are there any proxies between the browser and the BAS?
Try to turn off AntiVirus/Firewall software.. Maybe this is interferring the http request.

Thanks for your responses and advices.
I'm glad that my 'Manage User' problem has been solved today.
The problem is on my user account access, my browser can't run properly in my user account.
Now I'm running my browser still with my user account but as a Service account (e.g. run as BESAdmin) and now its running fine.
