OK, so I got the BAS to show up.....with the service running a BESadmin.  But still can not log in.

 

is there a way to reset the password whatever user is allow to login?

Here is something I found...not sure it is relevant

Is there a way to fix this

"You cannot access the BlackBerry Administration Service. You may not have the permissions required to access the BlackBerry Administration Service.
 
Please contact your system administrator."
