I must be doing something really dumb! I am a member of the Security administrator and Enterprise administrator groups and still dont have an option to add users to any roles. Any ideas what i am doing wrong here?

Can you give some more information? Receive any error?
You can manage roles for users at "Manage Users" in the admin console.
So... first select the user and than select the TAB "Roles".
Then Just add the role to the user.
