media card encryption issue

I have recently activated a BBZ10 on our BES10,  a policy we have turned on is to encrypt the media card.   We have deployed approximately 1/2 dozen devices with no issues.     A device activated yesterday seems to be having an issue with the encryption process.    The device will re-start every 5-10 minutes,   upon each re-start the device advises the media card encryption will start in 5 minutes.    


At the moment it seems to me the encryption process is restarting the device,   once it restarts it follows policy and attempts the encryption process again.    I'm looking for any suggestions on how to get past this cycle short of turning off the policy.

if card has no data on it format in device and then encrypt it

What if it does have data on it..

If there is data on the card:
Copy the data to a PC via USB
Format and encrypt the card
Copy the data back.
