If you have consumed all 10 attempts, then the device is now hard-locked to it's originally manufactured-for carrier and cannot be used on any other carrier. Only the factory can now unlock it again, and I've heard that, even if they were to agree to do so, the cost would exceed just buying a brand new device.
If you were provided with inaccurate codes, then your recourse would be with whoever provided the codes -- of course, they may wonder why you didn't contact them before using up all 10 tries.
If you entered the correct data wrongly 10 times, then your recourse is nowhere...but for asking RIM if they would be willing to do so...you can investigate how to make such a request here:
Be aware that typically even asking the question requires payment...
