Kept getting the error: "Please Read: The following required permissions are still not set, or they are restricted by your network administrator." Upgraded from AT&T Telenav version 2.0.6002310.
This new version of AT&T Telenav Blackberry 9000 - (build 18.104.22.1686) is the fix! After 4+ hours on the phone with AT&T and 4 different RIM techs, we found there was an issue with the old AT&T Telenav software. After installing the new version it finally works!

In BES, go to Properties - IT Policy.
Go to Security - Allow Resetting of Idle Timer and change to True.
Pop the battery out of the device, put back in and you should be good to go.

That is only if you have BES older than BES 5.0
We have current BES 5.0.2 MR4 soon to be 5.0.3. There are similar settings, but we have a software configuration under "Manage application control policies for unlisted applications" that we can push to any device which has all API calls under "Acces Settings" set to allow. This was applied to the device in question and it still wouldn't work. There was a software compatibility issue with the old version of AT&T Navigator.
