The end user cannot change their on-device IT Policy. Only the BES admin can do that, so you need to talk to them.
If you are presently not on BES, then there is a latent IT Policy still on board your BB that is causing this restriction (and perhaps others). You can cleanse the IT Policy off using the Desktop Software "Reset To Factory" process. If this applies to you, be sure that you first take a full backup of your BB as it will be wiped clean by the process. Further, when you restore, do not do a wholesale restore or you will dutifully put the IT Policy back onto the BB, and you will be right back to this point...rather, do a selective restore of only those databases you require, and being very careful to not restore anything to do with IT Policy.
