my BB 9360 is saying I'm using a new SIM when I removed my SIM and replaced it. it is asking me to login using my username & password, which I did but it keep saying I've been locked out for 15min due to security reasons

You may need to reset your BlackBerry ID Password,Please look at this Knowledge Base regarding BlackBerry ID lockout behaviour :
