BB Bold 9700 won't connect to the internet

My sister gave me her "lightly used"  BB Bold 9700.  I am using a postpaid Smart Card from the Philippines, and that's what I used for the mobile device.  However, it cannot connect to the internet.  My service provider (Smart) explained that the mobile needs to be reconfigured in order to be connected (but that they cannot do it for me).  Can anybody help please?   Thank you for whatever help you may extend.
