After doing a factory default have you login with your BlackBerry ID on that device ?If you have then Have you activated BIackBerry Data Plan on your Account from your Carrier Roger ?

i never removed my sim card..and data was on.. so after start up it asked me bb id and i provided. and after that when i restore my data thru bdesttop manager..that name appear again....i think that name is directly connected to the contatct id whish all the contacts are sync.....and the device doing same as cant access email setting....

I don't understand this part ! So I assume you used your own BlackBerry ID on that device after a factory reset , On your Homescreen Go to Options > Device > BlackBerry ID = can you see your BlackBerry ID ?
Also as I asked Have your activated BlackBerry Data Plan also known as BIS on your account from your Carrier Roger ?

What is your device OS version ?

2. Choose Third Party Applications.
3. Choose BlackBerry ID.

My os is 6 . And I just checked it..there I can see my bb I'd....and all related data
If you have BIS then from your BlackBerry Browser browse to or click this link www.blackberry.com/integrate
It will allow you to setup your personal email .Please try that.
