Regardless of pathway (e.g., carrier data network or WiFi), to use the proprietary BB services (including BBM) requires an adequate data plan from your carrier. See this for generic information:
You need to talk to your mobile service provider to see what data plan you need (from them) to enable the services you desire.

Fortunately for me, my carrier does implement BIS over WiFi. I only noticed it after I upgraded from OS5 to OS7.
Because even when my signal bar is displaying "SOS", I can still use BBM, send emails, use the messengers, etc...

I can use BBM over WiFi. Even if I don't have a 2G/3G reception, I can still send/receive messages on my BBM, email, instant messages, etc. But you have to have your BIS activated first so that it will be stored on your service books and the application can detect that you are subscribed to the service.

It is done automatically. At least n my part. I didn't mess with the settings to do this, I just discovered that I can receive BBM without reception when I am connected to my home wifi network.]
Better call your carrier about this. As said above, this might be carrier dependent.
