I purchased BIS (BlackBerry Internet Service) 2 days ago and I've been having the same problem. Whenever I send a request or someone sends a request to me it doesn't come through, I'm not sure why this is. Can someone help me please.

Are you sure you Carrier activated BIS in your account ?
On your Homescreen open Manage Connection > Service Status > BlackBerry Internet Services = what is the status now ?
