Many things can go wrong with an advanced messaging system such as BBM. The best remedy remains uninstalling it then reinstalling it. Assuming you've done due diligence by making sure your BIS is working properly (this can be done by sending an email to yourself to see if you receive it on your phone) and calling your carrier and making sure their network is up and running properly. If you've done these two troubleshooting items, delete BBM from your phone and reinstall it.
