BBWorld Purchase error?

I'm trying to unlock (purchase) the Artifex Mundi game Clockwork Tales: Of Glass and Ink. I've purchased the rest of these games with no problem. My payment method is through my phone bill. Today I'm getting the error message: "This purchase could not be completed. Your transaction has not been processed. Please try again later or choose an alternative payment method to continue. (AWUSER_EXCEEDED_LIMITc)" I've already contacted my carrier to find out if I have an app purchase limit and was also directed to support who told me to do a battery pull (which was obviously not helpful). I tried making a purchase of a different app and it worked. Does anyone know what this error message means? My carrier was not helpful in the slightest.
