Application Free Memory : 81.9MB
Problem: Having a BIS service would not show up from "edge" to "EDGE" everytime when switch on the
mobile. Just upgraded from OS v184.108.40.2061 a few day ago & found out this problem. The
indicator will show up after a battery pull or from a manage connections setting to switch off
& on again.

I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB):
1) Register HRT
2) Resend Service Books
3) Batt Pull Reboot
Hopefully that will get things going again for you! If not, then you should contact your carrier for formal support.

Hii , I'm a Vodafone IN user. When I send a message (ACT BIS399) to 144 or 111 I get a message that type the right code and send it to 111. Could you help me?

From what you describe, you are trying to send some codes to do something between your device and your mobile providers network. As such, it is they (your mobile provider) who must help you with this...they know their codes, we do not.
