It still displays the Battery icon with a red diagonal line.

Please try this sequence...note that, throughout the entire 4h15m process, your BB must remain connected to a known-good wall charger (not PC USB):
This has been known to "kick start" some BBs.
It is also possible that your battery or BB has experienced a problem...to test, this sequence is needed:
The results of this will indicate if it's your BB or your battery that has the problem. While I realize you bought a new battery, please understand that, for the purposes of this test, "new" and "known good" are not necessarily the same thing...while rare, a new battery certainly can be defective. The best way to conduct this test is to find another identical BB that exhibits no problems...trade batteries and see what happens.

Ummm...OK...so with such a brief response, you leave me to guess, and I can only guess that the 4h15m process did not succeed. Further, I must guess that the battery swapping method resulted in your BB not working with another "known good" (which, btw, "new" does not meet that "known good" criteria) battery and another BB worked fine with your battery. Hopefully all of that is accurate as the next steps are truly drastic and will wipe out all of your data from the BB, and you will have no opportunity to ever recover it...hopefully you have been following a regular backup schedule already so that you have a source from with to restore.

If none of those can get your BB running again, then we can only deduce a hardware problem, for which no amount of software nor OS can help. Further, with such problems, the only proper diagnosis can be made by a qualified local (to you) technician with the device in their hands.
