Good catch thank you! It was the clock setting!

 

They need a better solution - In Chile the government has postponed day light saving so all clocks are 1 hour ahead of what computers think we are,

I have downloaded the newest version of app world and it still gives me that error message when I try to download something.

Have you done what the KB linked above in post 10 recommends? That cures that error something like 75% of the time...
