I bought used blackberry Porsche Design P '9981 through internet .
The problem is when i brought it to my country , it's working only with 1 carrier . Knowing that there's 3 carriers in my country .
Beside the carrier issue , the BBM is not working at all .
I took it to many Blackberry experts , all the answers i get is "The device is blocked by Blackberry co."
I suffer from these problems 6 months ago .
Please I need your help

I am a bit confused by your post, so I need to ask questions to clarify...
For what services is this device working on the 1 carrier? Voice only? Or Voice and generic data? Or voice, generic data, and BB-proprietary data (e.g., BBM, email, web browsing, BB Protect, etc.)? Given the answers you have received, you should not be able to have any BB-proprietary data services, but you might receive voice and generic data services.
Have you checked that the BB is properly able to function on all 3 networks? You can check the device capabilities here:
But you will have to ask the providers if this device is compatible with their networks. If it is not, then that of course explains why it won't work.
Have you ensured that the device is properly unlocked for any carrier? You can check this:
As for the answers you are getting regarding being blocked, no one here has any system access to validate that for you. This is a user-to-user community, and we have no such system access.

First of all , I appreciate your fast response .
Second , as you said the device is working only with voice and generic data .
As the 3 networks inform me , the device is ompatible with their networks .
The sim card list is showen the Network is Inactive .
Beside when i tried to enter the code , the mep2 , mep4 and mepe is not working .

Thank you. All of that reinforces what you were told - "The device is blocked by Blackberry co.". But, again, there is no one here, in this user-to-user community, who can help with that. Since you bought the device used, it is quite possible that the seller did not properly complete all of their required steps in this KB:
For example, step 2 is required so that the prior carrier will release the BB PIN from their BIS system. If that is not done, then the PIN remains locked to that carriers system, and no other carrier can then create a BIS account for that BB until that prior carrier releases it.
Or, if the device was reported as lost/stolen, then the BB PIN could be "blacklisted" and no carrier can ever create a BIS account for it.
But, again, no one here in this user-to-user community has any access to any systems so as to actually find out the real cause of your situation. Only the carriers and BlackBerry have such access.
So, I recommend you return to your carrier and attempt to convince them to either dig deeper and provide you with more details, or formally escalate your case up to BlackBerry so that you can seek an answer from them.
