Welcome to the BlackBerry Support Community Forums.
Are you currently attached to a BlackBerry Enterprise Server? If you are, you will not be able to use BlackBerry Protect as all your information is backed up to the BES.
I would suggest reinstalling BlackBerry Protect by going to www.blackberry.com/protect and sign in with your BlackBerry ID.
