I'm not sure what else to tell you. Always start with a battery pull, which you did. Next, try reloading the OS to your phone, but you had trouble connecting to BDS so I gave you an article to show you the steps. If that wasn't working, I provided a link on how to start your phone in Safe Mode.
If none of those things are working for you, I'm afraid I might be out of ideas. As I see it, you have two options at this point:
1 - Check back to this thread over the next couple of days to see if anyone else has any new ideas, or
2 - Take your phone back to Rogers and tell them what you've done so far. They will either exchange your phone for another one or give you a solution which I hope you'll share with us.
