Blackberry activation problem in Brazil

One of our consultants just purchased a Blackberry 8300 in Brazil and has had trouble activating it with our company Enterprise server.  We have not had any problems with our other domestic devices, but this is a first.   Does anyone know of possible reasons why he would get the message "server could not be found....contact your system administrator"?    The device has been activated, the user has been added to the enterprise server, the activation password is set.
